Dr. Arcadie Capcelea currently is an Environmental Consultant in the Environmentally and Socially Sustainable Development Unit for Europe and Central Asia Region at the World Bank. Mr. Capcelea is a LEAD Fellow, Cohort 4, Member of the LEAD Steering Committee for CIS Region. He is graduated at Geographical Faculty of the Moscow State University (1978). 
 
Dr. Capcelea was the Minister of Environment of the Republic of Moldova (1998-1999), Minister of Environment and Territorial Development (1999-2000). In the period of 1990-1998 he was the First Deputy Director General of the State Department for Environmental Protection, Chief of the State Ecological Inspectorate. During the activities the he promoted principles of sustainability as part of the countrys economic development .Under his guidance and with his direct participation were developed more than 20 Environmental Laws, 5 National Strategies and Action Plans in the field of environment.. 
 
He received his a Ph.D. in Geography, in 1987, at Moscow State University, at Geographical Faculty. Since 1978 Dr.Capcelea used to work in the Institute of Geography of the Moldovan Academy of Science as researcher, senior researcher and Scientific Director. In 1990 he was elected as the President of the National Geographical Society Published more than 80 scientific works, including 7 books. The areas of his studies are the Geo-ecology, Physical Geography, and environmental protection. He was a Professor at the State University of Moldova, teaching Environmental Management, National and International Environmental Law, Environmental Impact Assessment). 
 
Dr Capceleas international activities include following: Active participation in the Environment for Europe process since its beginning (1991): The activity as Co-chairman of the Environment Action Programme for Central and Eastern European countries Task Force, OECD (1997-2000); Member of the Official Delegation of Moldova at the UN General Assambly session on Rio+5 (1997 Member of the Bureau of the International Network for Environment Compliance and Enforcement (1999-2000). He was actively involved in the co-operation with the World Bank, OECD, UNEP, UNDP, UN ECE, EU Tacis Programme, bilateral activities within CIS region, Romania and Ukraine.
