Michael KOZELTSEV is Executive
Director Dezignated of the Russian Regional Environmental Centre (RREC). RREC is
currently being established as a non-commercial independent structure jointly
founded by the Russian government and the European Comission. The aim of the
Centre is to facilitate intersectoral cooperation for environmental improvement.
Russian REC will work in close cooperation with RECs established in other NIS
and REC in Hungary serving for the Central European countries and Baltic states.
Dr. Kozeltsev leads the Centre on environmental economics at the Higher School
of Economics and works as part time fellow at the Moscow State University. He is
currently working on a new handbook on environmental economics under TACIS
project which should be helpful for economies in transition.
Dr. Kozeltsev is an overall NIS coordinator in an international project under
the aegis of the OECD EAP Task Force on economic instruments in environmental
regulation.
His professional interests include promotion of environmentally sustainable
development in local planning, and elaboration of the Russian National
Environmental Action Plan. His masters and doctoral degrees in economics are
from the Economy Deparment at the Moscow State University.
